On January 9, 2020 a letter from Mayor Christina Shea was sent to each city in Orange County inviting their participation in discussions to review options to develop a Joint Power Authority and launch a CCE program in Orange County. These communities are recognizing the kinds of technical and operational challenges they are facing and will face in the future. CCEs offer automatic enrollment to businesses and residences in its jurisdiction, with the ability for the customer to opt out and continue to purchase electricity from the utility.

CCAs have set a number of national green power and climate protection records while reducing power bills, a rare combination that has won National Renewable Energy Laboratory (NREL) and Environmental Protection Agency (EPA) recognition for achieving significantly higher renewable energyportfolios while maintaining rates that are competitive with conventional fossil and nuclear-based utility power. Because Community Choice Energy programs are locally managed, not-for-profit entities, any excess revenue is reinvested into the community through on-bill savings and innovative energy projects and programs, including rebates and other incentives, low-cost energy programs, job training and more.
